That's a great question. I want to start to say that the map you see on the screen of your computer will not look the
same when you save it as a PDF file no matter what zoom level the map is on. Why? because the size of the
computer screen is different than the size of a letter page that will be used to save the PDF format just to give you
an example. The map on the PDF file will look more zoomed out.
Having said that, the best way to accomplish a good PDF map format is using the "snapshots" functionality.
Let me explain you what they are and how to used them. Snapshots preserve a particular map view so you can go
back to it at a later time. Snapshots are useful specially when you have a map with lots of pins and want to save a
view of an specific map region. Here is a link from the tutorial that explains how to used

Once you have saved a few snapshots with different zoom levels and regions, the save as PDF form will show the list of
snapshots, so you can select one from the list to be used for the PDF file.
You will need to experiment with various snapshots with different zoom levels to find the more accurate for your needs.
